Circulation

Circulation Element: A circulation element consisting of the general location and extent of existing and proposed major thoroughfares, transportation routes, terminals, any military airports and ports, and other public utilities and facilities, all correlated with the land use element of the plan. As of January 1, 2011, all cities and counties that adopt a new Circulation Element must include a “complete streets” roadway diagram policy for all collector and arterial streets.  This includes adequate provisions for a multimodal transportation network including improvements for conventional vehicles and alternative energy vehicles, pedestrians, bicyclists, and wheelchair users, and including policies for both urban and rural neighborhood settings.
